Not everything that goes on at the White House is Trump's personal decision. The Secret Service has their own protocols and they coordinate with other agencies to determine what protections are necessary.

The order of operations for security forces is they make the decision and the president would have to fight them to get them to not do it. Remember, they're protecting more than just the president, so fighting against higher security would be putting others at risk too.
Certainly the president can request additional security, but there is no way to prove that that was the case in this particular instance unless there was some kind of statement on the record to back that up.

There's a famous saying that people need to become more aware of: your rights end where my nose begins. Just because people have the right to assemble and protest, does not mean they can do so at the expense of another person's safety.
Secret Service's duty is to maintain the safety and security of the office of President of the United States. If during the course of that they have to put a foot in a protester's ***, well, thems the breaks. You have the right to protest, but not the right to be free from consequence of your actions.
Also, riot/looting =/= protest. Throwing molitov cocktails =/= protest.

The secret service, the national security force in operation here, is charged with protecting the president (and a few others) but has nothing to do with anyone's intent.
