They've been developing ICBMs and nuclear capability since long before Obama. North Korea withdrew from the NPT in 2003 under the Bush administration but I guess he was too busy looking for WMDs in Iraq.

Make sure he understands that we aren't forcing democracy on him, we just want to share commerce and wealth while also focusing on a higher standard of living for his citizens.
If Kim Jong Un wanted to provide a higher standard of living for his citizens then he would have done so already. He likes them exactly the way they are, because they're easier to control that way.
That being said, in the long shot you could drag him away from his safe space to meet for cookies, you might be onto something if you spiked them with some serious doses of psychotropic drugs. I'm sure Dennis Rodman would lend you some.
