No outside sTP you lose .4 TP per hit, still have a 7 hit /sam base, and only need sTP+11 for a 6 hit, as apposed to needing +7 w/ 504, 4 sTP, thats adding a rose strap to ur current 6 hit, so -2% Delay trade off 2% DA, seeing as DA is less effecting the more you add, ill take -2% less delay. Assuming you even need to add Rose strap, but Rajas+Ecphoria Rings + Brutal Earring + Rose strap = +11, looks good to me. And non /sam, it means absoluetly nothing as its 7 hit unless you get over +20 sTP. Ups the base DPS from 10.48 to 10.71, still over shadowed by other weapons for WAR from low base dmg, but makes this better for a big haste build w/ latent, where that delay -% is nice.
