If you had unpaid fees you wouldn't be able to get into POL to begin with, let alone to the FFXI log in screen. It's not too uncommon for content IDs to deactivate themselves after payment methods change or get skewed from POL. It happens once in a blue moon, but a bit too often for others it seems.
Unfortunately because of the maintenance, you won't be able to reactivate them right now.

The last update to the [EU]Registration Server Maintenance (Mar. 31) thread on the official forums says:

The NA thread has had no updates. Neither mention any of these issues that are being discussed here or on the official forum support threads (which i am also experiencing both the content id and unpaid fees message on two separate account on same CC, and yes the CC has more than enough money).

Also what happened to me is when I changed payment info, I forgot that my old old card never required that "verified by visa" ***, and SE let it slide since I never purchased any additional services. But the moment I switched my card and went for a server transfer, SE went through with the purchase but because I didn't "verify" SE as a trusted vendor to my card, they closed down my account cause the bank never let that fee go through. Perhaps this could be related to your issue?

Relax, this has nothing to do with the game itself.
Simply registration services are down for maintenance and due to the wacky nature of letting everyone go through April for free, there will be a few more time consuming snags.

So, theroetically, since I have no unpaid fees, just a recently changed CC info. I should be able to log in without any problems once maint is over, correct?

I paid for abyssea in feb.... along with the reactivation.... Bank statement shows payments for feb, march and all three abyssea expansions.

I wish that their unpaid fee screen actually itemized what was unpaid and when.

What you need to do is make sure POL has documentation that -you- are the same customer as on your new card, and have already paid for the month of March, thus this payment information change is not content ID related, should not have you billed as payments were already made. Just on an older card.

Relax, this has nothing to do with the game itself.
Simply registration services are down for maintenance and due to the wacky nature of letting everyone go through April for free, there will be a few more time consuming snags.

The fact that they didn't foresee this happening ... kinda makes me worry :/

Always expect something to happen and always have some way of damage cleanup otherwise your gonna have some unsatisfied and unhappy customers.

Now unless they say "oops lol, u can reactivate nao" and not just "oh yeah registration servers will be down for a week roflmao u can't play harhar" then I'll be fine >.>

Partly my fault for procrastinating and uh ... not changing my CC info :x

Did you buy those expansions and reactivate on February? Cause the bill for reactivating any content ID will not be billed til the first of the following month. Which looks like a double charge, but really is simply last month and the current month being billed at the same time.

Either way that's weird because optional services like expansions, server transfer, etc. are billed immediately upon purchase.

POL has always been pretty faulty when it comes to organization and consistency for the billing process, but knowing how they're supposed to function and keeping an eye open on maintenance and having tabs on payment info and movement can be made to your advantage.

What's funny is before it became owned by SE, it was supposed to be a gigantic client used for all sorts of online multiplayer games, including Medal of Honor, back when it was still only WW2 oriented. After that fell through it became a quirky database/archive for various SE games, which then eventually became SE's derpy interface and billing system for FFXI.

Funny... they had no problem takin the 9 bucks for the expansion but OH WAIT! you can't play herp derp.

Should just ask if you want to change payment method to new card since obviously you paid with a different card cause the old one is useless :/

Yeah it's been prolonged "Indefinitely" as in they don't know, as in they can't get it working :/

That I can't answer, but I'm having the same issue also. My husband account active but his content ID is missing and my account is fully closed saying that I owe $29.97 (back on the 2nd week of march I had bought all 3 Abyssea xpacks). I have more then enough funds to cover the amount and yet it appears that SE didn't even try to take the money or something else on their end is messed up.
