Seems to be a glitch, when the NPC shows you the +1 version to upgrade, it shows the real stats, but the NQ does have the ones listed in this SS. SE has stated that the attributes on weapons are "hidden" and the text is just there to help the players know, for all we know the text is just wrong, but the attributes are still correct for the staff.
