@Karb Yes, In some cases a properly materia melded HQ crafted piece is best in slot.

*core He's saying they're crafted in XIV, its the next step of I.lv crafted gear.

Second, I could have sworn i've read the high tier crafted gear in XIV is in a lot of cases best in slot with 4 or 5 of the right Materia melds. I could have just been misreading it.
