Huh? You can FoV elemental staves and those certainly have hidden effects.

Also, what's up with the text that's made to look like it's in game. Is this a really bad troll attempt, or am I missing something?

Kind of odd that there is an empty line before the water resist.
What is an item without rare/ex tags < level75 and absolutely No stats aside from this. Preferably something we know does not have any hidden effect.

It is possible the empty line is necessary because there is a hidden effect.
