To actually beat Ukonvasara 99 this Axe would need to have something like +57 damage augment and would still probably only be equal to AM1.

11 base damage doesn't even close to make up for losing occasional double damage. The 13 STR loss doesn't help either.

Even if the HQ2 augment is significantly better, I wouldn't count on any of these outclassing the good 99 R/E/Ms.
