Not everyone finishes +2s for jobs that they don't feel are worth it. Perhaps they're for his WAR.

The problem with this piece of gear is it's utterly useless even for WAR, considering Dusk gloves are dirt cheap, grant 3 Haste and can be worn by more jobs.
Please don't bring out the reduced movement speed because that issue is just 1 macro away from solved.

Other than that, Timrali Dastanas are free, grant 4 Haste which is even better than NQ dusk and, again, can be worn by more jobs than this (inb4, an optimal WAR tp set doesn't even use Haste hands)

As for DRK, you don't even need to get to +2 to gain 4 Haste hands... and WAR AF3 hands have no Haste at all, so the +2 argument is flawed from the very start.
