No, they don't stack. However, OAT can still proc when A) double shot is down and B) when double shot doesn't proc. The math favors the OAT bow (and even more so the oat gun) over other current weapons. It's a solid investment.

My testing shows it does stack, parsing on the previou version put double shots between 55 and 60%.
