Ya i've seen one in Valkrum Dunes before, What makes them appear in present?

They appear in present areas when enough Bottled Pixies are traded to the Witchfire Glen in Grauberg (S). The new staff with Cure Potency +15% requires doing this 10x, so a lot are being traded currently.
