This was a reward from one for the expansions. I was about to drop it....but i really cant find too many NECK pieces that have the attack and ranged attack at that lvl. Definately a situational piece. Still pretty cool though.

A few blue magic spells are calculated as ranged attacks and, as a result, utilize Ratk. Not that those spells ever get used...
