It takes a HQ3 of a level 46 Alchemy synth with a and level 9 Smithing sub to make so it is quite rare. I just had the crazy idea to sign it too. Had to get Alchemy to 97 and took well over 100 attempts with HQ crystals to make it. Then deleveled Alchemy for WW for the Ebisu quest. But no regrets!
