It's very simple why certain folks sell multiples of these. They spam non repeatable/low fame quests by creating then deleting characters non stop. Check other scrolls for similar patterns. Doesn't necessarily make them rmt.
You can get this from a very simple quest, especially if your a whm with sneak and invis at your disposal. Just saying theres other options than feeeding into RMT economy.
This item is currently being farmed somehow by RMT on Garuda server, being repeatedly sold by the same person several times a day.
This is an unrepeatable quest!
