Actually, you can fish these up in both Sarutabarutas (in the Sea, not the river or ponds) with a Shrimp Lure. If you don't have a Lu Shangs you can still use: Composite, Mithran, Hume, or Halycon fishing rods. It also caps at Lv. 35 and as for Guild Points, 96 / 2,320
Where are you fishing these with that setup? I tried this in West Sarutabaruta, but ended up getting quite a few Bastore Bream, leaving me with two broken Halcyon rods.
These can easily be caught at 30 Fishing using a Halcyon Rod and Sinking Minnow at night. At 30 Fishing, Ogre Eels will be in the "middle" of the catches w/ that setup... Gold Lobster will be the most difficult to reel in (though still easy), then Ogre Eels, and then Pamtam Kelp and Rusty Buckets will just have their fatigue drained almost immediately.
