Quickest way to catch these is in Abyssea - Misareaux. Take the flux to #05, take the short walk Cascade Edellaine, and use a sinking minnow. Just be sure to sneak to avoid aggro from the orobon.

Agree with Abyssea - Misareaux, strongly disagree with Sinking Minnow. Fly Lure was miles better for me (which also agrees with ffxiclopedia.)
