Bay leaves can be bought from Aveline in southern san d'oria only by sandorian and when san d'oria is first in tally or else from Li'Telor regional merchant.
You can buy distilled water much cheaper (11 gil) at an inn/tavern in any of the major cities. Rock salt can also be bought cheaply (16gil ?) at Sandy and Whitegate.
