Great piece for DRG at that level, no doubt about that. However, where is the logic in making it RARE? Not exactly hard to obtain, and the drop rate isn't horrible.

What drove SE to choose this as a rare item?

They make certain things Rare so that you cannot hold more than one and hoard them, or at least that's what they try to prevent.
