It's because when people make this they aim for the HQ, and not the NQ. When it is NQ'd, they sell it for cheap, taking the loss because when you HQ it, it gives a high gain.
HQ items are so expensive because NQ got killed by people (users & crafters). So when you craft a HQ, first you want to get your money back from all the NQ you crafted, then you want to make money. It is not: "NQ are cheap because HQ are expensive", it is "HQ are expensive because NQ are cheap". Cause is not consequence.
