Based on my own personal experiments with these and what i have read about them are as follows:
Proc (20%) on EM or lower for 10-40hp and (10-15%) on T or higher only draining 5-20hp when it does happen to proc. I dont recommend these, however if you can manage to get +1's they are exponentially better!
