These are debuff hands only as of the 80 level cap update when they were introduced. I doubt that will change on the way to 99.

I guess these might be nice for debuff hands, but I will definitely use these for Head Butt to lower the resist rate of stun.

Not sure why people are rating me down. If you want your head butts to land on higher level mobs, you need more blue skill. Haste won't help you if the stun doesn't even land.
