I had this mantle for 6 years in my inventory. For the longest time (2003-2006ish) it was your only hMP option. Of course, back then every WHM subbed BLM so it was a match made in heaven. If the Valefor sales list is any indication, outside of people doing the BCNM for it late 2004, the supply died.
And for anyone who subs BLM but can't use an Invigorating Cape or wants hMP 30 levels earlier... this is still your only real option!
