I cannot speak for any job but THF, but for THF, this and its "set" have limited uses.
for TP, 8% Haste on set does not make up for the lose of Empyrean +1 or +2 Armor in those slots. Plus Empyrean +1/+2 head/body have a combined haste of +9/+11% respectively.
Its a semi-decent WS piece, There are better options out there for sure, but this isn't horrific.
The body is a pretty solid Ranged Accuracy piece for THF As well.
But outside of the above uses, This set isn't that great for THF.
This is just a maats cap with some extra skill (and you know how everyone feels about the maats cap). If you have capped haste then sure its "decent". But chances are the Emp head pieces will have better stats. Overall - meh
