This drops from brown caskets in Ranguemont Pass, and the name is a reference to the old rumors spread via word of mouth (the grapevine) that Refresh dropped from Taisai there. If you don't know the story, look at the wiki page for Taisaijin.
I think it's great that SE finds the gullibility of their player base infinitely amusing.
I know it says Refresh, but has anyone verified if this works with Refresh Effects from Ballad? Because that'd be pretty OP to get 30 seconds on a song for mages.
