You should only consider using this item if your ranged accuracy is already high enough to absorb a 4.5 loss. Even with Peacock Charm, you're not going to be hitting capped accuracy; and at low levels, accuracy is far more important than attack.
A definite no-no for Corsair's as they won't have Ranger accuracy bonuses.
I can't really see using this as a ranged ws peice ever... lower lvls to hard to keep racc high enough. And well as far as ws mods/fstr2 on slugshot that +2 agi would be just as good lol. And just +2 str would be decently better.
