It's a Scorpion Harness fused with a Dragon Harness. Truly, any Thief's dream. Definitely useful for Sneak Attack and/or Trick Attack coupled with a multi-hit weapon skill such as Dancing Edge.
Finally, a good melee body for PUP. Also, Think about Dancer. They can't Use a Dragon's Harness, and are limited to SH+1 at the best. This is a great piece for them to wear all round, Maybe Macro in AF for Waltz's

Some might argue its gil value, but I really love this piece of armor !
Overpriced like most gear that's just a little bit better than most. And that's what you get, a little bit better than SH+1. Is it worth the gil? Depends on your bankroll huh?
