They don't even need skilled devs. They could just make a quick RMT-detection bot. Whenever a /tell is sent by a character under level 10, the bot scans it for a web address. If address is detected, send the /tell to a sub-GM. If the sub-GM determines that it's RMT, he bans the IP address.
By sub-GM, I mean someone whose sole job it is to ban RMT accounts. This can be done with minimum job skills, for maybe $7 - $8 an hour.
Bottom line is that Square doesn't want to spend $7 an hour to eliminate RMT tells. I'm not sure that's a good business decision. The RMT tells, and their end results, probably do cost Square more than $7 an hour.
But whatever.
