Not that it's an important distinction, but it's not a living in Japan issue, IME. The infrastructure/code itself causes the lag, not the ping to the servers.

It all seems to just be foundational changes for next month, they don't like to make people download too many files at once (or they want less stress on their download servers and so split it up).
It's mostly modified files, of ones you already have installed. Basically it's just part 1 of next months patch.

Not just you, maybe Funk didn't get to it yet. They added:
Fafnir's Scale and Kirin's Mane (plain items)
Sachertorte (furnishing of a chocolate cake)
and a bunch of new RSE gloves/boots with acc/m.acc/r.acc/ratk/atk+40 mab+35, decent but not competitive meva/DT, and nothing unique.. probably catchup gear of some sort to be released next month

It's just catchup gear if they implement it for newer players. RSE was never meant to be used in proper events. It was always leveling and somewhat cosmetic equipment. It's an upgrade to sparks equipment. If the mithra one has a new model when they releas eit and it looks good I'd get it just for lockstyle. We've got green and red RSE. I'd really love to see some kinda orange themed RSE set. I'd totally get that just for the glamor appeal.
let me tell you, the galka MP RSE back in the day before the stat adjustments was a game changer! at level 50 when pld got raise i couldnt even cast it as a galka without mp+

I also remember getting the lv63 or whatever Taru RSE (The Creek Mitts and Clomps) back in the day for my RNG. Nothing incredible but it was definitely not useless/cosmetic only ime
Taru RSE was loaded with HP so was situationally useful for tanks if my memory's right. Feel like i had some of the elvaan pieces for dex WS' too just due to lack of better options at the time
Best thing was showing up in the dunes as an Elvaan on a mage job with double astral rings and more mp than a taru of that level.
