It doesn't automatically pop by itself.
It needs to be farmed by hunting and killing normal mobs, which checks as Impossible to gauge.
If it hasn't been reported yet, it most likely hasn't been popped.
Go pop it.
(It might need specific kill for it to pop)

Fwiw anyone in the server can help pop the ??? from either zone. Just go through the towers and check every monster and find the one that is "Impossible To Gauge", and kill it. The ??? has a small chance of spawning after the mob is killed, so it may take several attempts to get it. But anyone can do it and if you get help it won't take more than like an hour.

Made a /check <stnpc> macro to help with this

It is quite silly that it's completely random across the entire zone. Operator should give you avague. unspecific direction or clue of the mob family to make hunting more direct
i.e.
"An exceptionally powerful foe was observed in Western Temenos" / "An exceptionally powerful Sahagin has appeared" / "An exceptionally powerful foe has appeared on the second floor" etc

Form a full alliance and sweep each floor while doing a climb
