You're asking why the JP company would do something to favor the JP playerbase? Its the same reason campaigns start at 5pm JST but end at midnight JST. There is no other logical reason. No ones pushing a button to start and stop these campaigns, its all automated.

SE is so frustrating, I work for a living, I have a family, hobbies other than XI. I just can’t be there for those 2 hours. At the beginning, they also made it sound like "just get the top prize" (an answer to all those of miss the titles because of their glitches, a form of giveaway the title) before changing their wording…. So I did them all but that "2 hr glitch" objective or whatever you want to call it, and nope…. Just another event I will not even bother in the future. Like Fujito said, "Vana’loose"

To be fair, it's dumb that you have to register on the last day for the title. Why can't one just register once at any time during the event & then the game updates their rankings just as it updates their plaudits total? Sounds unintuitive to me, but I guess that's totally in-line with what defines this game: always something unintuitive to *** you up when you overlook it.

There is always the "extra square step" to be as annoying as possible.

It should be automatic. But it isn't.

One more minor improvement they can do to make it "slightly less worse" for next time.

It wasn't automatic because they assume a person who already had gotten the title once, wouldn't register again and take it from someone else for no reason.
