Well the Senate finally passed the 2nd coronavirus bill, 90-8. I'm sure Rand Paul was one of the 8 Republicans to vote against it.

Meh, I’m not a Rand Paul guy, but he’s just a very strong fiscal conservative and he sticks to that. I don’t like what I’m hearing about the end result of the bill either, but I also don’t expect perfection and we’re kind of in a hurry.

The next steps are a little unclear, Mitch McConnell is talking a big game about writing his own bill this time, first working with his own caucus, then the WH, then lastly the Democrats. Thats a pretty partisan way of doing things, and its likely doomed.
The first two bills were hammered out between Pelosi and Mnuchin, I would expect the same process to play out here, that is after all, how Congress works. The stimulus number is going to be over a trillion dollars with no offsets.
