Yeah its more like a termination of all the accounts from that IP in whatever time frame they decide. as far as i know. but even if they decided to block the IP there is ways around it.

But it's not impossible. Just using a vpn should be plenty. Changing your IP is trivial, even without changing service providers. IP banning doesn't work and no serious company would even try.
As others have said, they just ban all accounts associated with the same IP or billing info. No idea why this is being discussed, people who understand how SE bans already said there were no IP bans.
You also don't have to do anything that any of you said, you can simply call your ISP and make up a reason and they will assign you a new IP. ipv4 is the public addressing scheme that is most widely used, there are only 4 million ipv4 addresses. This isn't riot man, they aren't gonna dissapear you for cheating in their game. there are cheaper ways than buying a new hourse or even paying for VPN. depending on where you live you get a new IP every 24 hours and you actually have to pay extra to have a IP permanently assigned to your location.
you could also just restart your router. Some providers will change your IP at your request or if your ip somehow ends up on a blacklist (not sure cheating at a game qualifies). Some will reassign a new IP whenever you update/reset your modem. Some don't even assign static ips unless you are a business customer.
And obviously if you're savvy enough to spoof packets, you can probably figure out how to spoof an IP too. I heard if you buy enough stock in Square Enix they can remove your ban.

An IP address can change, but a MAC address will NEVER change. MAC addresses are specific to the device. Every router, motherboard, network card etc etc with one assigned to it has a unique MAC address that will never be used by another device. The FBI has many methods of tracking activity. And when they send requests to ISPs for investigation they get back IP addresses, Mac addresses and several other types of tracking data too. And the ISP's WILL cooperate with an FBI investigation.

Don't accuse people or linkshells when you don't actually know, I would imagine. All people that were banned are already back up and cheating. That was a scary couple of hours.

It's a lot more fun. Your router stores your MAC address, nothing past that is storing it for your every day PC. You can also change or spoof your MAC address very easily. It's primary purpose is to just be a unique identifier in a network so that traffic knows what to do. The latter part of what you said is true though, VPN companies have to comply with certain government entities so you can definitely be traced through a VPN but not for something trivial like torrenting. You can avoid all this IP and MAC address stuff if you send SE some hot packets.
