It doesn't seem to work with throwing by default. It throws the first shot then gives out the "must wait longer" message and stops there. Changing the "delay=0" value doesn't fix this. Is there some other command or setting for throwing that isn't mentioned anywhere?

You could try using really bad katanas/throwing weapon on uragnites. Moogle + Koru + Joachim + maybe Ulmia + afk overnight. I did this to cap most of my combat skills. You might have to mess around with you gear so that you don't kill them.
