I have Scout's braccae in my inventory and it won't let me lock them. No blinkmenot/dressup
I can find them and equip them/put them in the slot, just when i go to lockstyle the set
Do you have something equipped that prevents leg slot being equipped?
Nope; just those 2 pieces specifically. If I use any other leg gear, it works

You need to have the required levels for equipping them on a corresponding job. Your RNG is 11 and your NIN is 50 so you can't use those items for lockstyle yet.
