Remember, punctuation is the difference between helping your Uncle Jack off a horse, and helping your Uncle jack off a horse.
It does beat ROTC and it doesn't. By doing degree completion you miss out on very important learning experiences as a lieutenant. As a lieutenant you try to get to be a staff officer, a platoon leader, and an executive officer. By doing degree completion you will miss out on at least one of those experiences and so be behind your peers.
