Caveat: eyeballing/conjecturizing
ranged attacks, much like JAs/WS', have a 1 second delay before you can attempt another action. I feel like when i have snapshot rolls/gear/flurry II in effect, i'm at that 1 second delay between shots. I even have to fire at a different point in the "putting away your gun" animation. with lower delay reduction, i can fire again just after i start putting my gun away. with higher delay reduction i have to wait until i'm almost done putting my gun away, and i'm guessing its because you can't get below that 1 second delay between RA/JA/WS. How much snapshot that would require I have no idea, other than that it would obviously be different for different weapon delays Thats my untested opinion anyway, I could totally be wooshing. According to the BGwiki delay page, my 582 delay gun has a real time delay of 5.49 seconds. If you reduced that by 80% you end up with ~1.1. so it could also be a 80% reduction hard cap and my eyeballing can't tell the difference between 1 second and 1.1. Latency could factor into it as well, from the eyeballing standpoint.
There are some (mostly older) pieces of gear I haven't seen the Snapshot values for, though I suppose that nobody really knows anyway. Would love to see a complete list of Snapshot sources... someday.

These were probably published, aside from Manibohzo Gloves, just weren't properly cited. http://www.bluegartr.com/threads/116145-Ranged-Delay-Snapshot-and-Stuff Byrths tests showd different values for several of those. My values look to all be 1.5-2% higher than theirs.
