It's a tricky ethical question. If you blasted the crap out of every militant group regardless of the casualties, they might not be so bold in their actions. When you do that, though, everyone starts to hate you. So, you have to let the bad guys kill innocents while you figure out how to kill them without killing innocents. If you're lucky, they'll kill less people than you would if you would've just wiped them from the planet with bombs.
