Make it a progressive tax and reinstate the draft. In my opinion the best way to stop ISIS is to break them apart.
ISIS consists of 3 big Groups. 1. Arabic people recruited and trained in the region 2. Locals in Iraq and Syria who are forced by their Clan chiefs 3. Europeans recruited in Europe and trained in the Arabic training camps. Break #2 apart with proper politics in Iraq welcoming all religions and Clan structures. (Money) Break #3 apart with Imams trained in Europe supported by religous figurheads in the arabic region. So we do not have the few idiot Imams who get a cultural heart attack once they arrive in Europe and let it out at our youth. Imams providing a proper friday prayer in prisons would do wonders as well looking at the usual recruitment ways. (Needs Money as well) No need for foreign armies when #1 is all on its own.
