Not even close. Many, many protestant Bible literalists don't even think masturbation is okay.
I'm looking for specific groups, otherwise you're making an assumption based on a stereotype. For example, LDS people are extremely pro-abstinence and yet not at all anti-contraception. One does not mandate the other.
Conservative evangelicals, largely, though we're getting more into religious theory and personal belief now rather than specific doctrine.
The fact remains that, again, the south is overwhelmingly protestant and these are the areas that are most hellbent on teaching abstinance-only...

What hyperbole?
The common sense IS to educate. The earlier the better. By 12-13 it should be starting at the absolute latest. I bet if you get a generation of boys whose first clues about sex didn't come from sneaking a peak at dad's skinmag stash you'll make progress in the "battle of the sexes" too, as you'll eliminate boys' first take on the female body as being objectified in a pornography setting.
