It shouldn't have been built on Ground Zero. Particularly when there were other areas just as, or more suitable in the areas surrounding Ground Zero.

Given the circumstances, it was obviously a lack of planning. Huh? Ground Zero is the site where the towers actually stood. There isn't a mosque there, and there was never any intention of building a mosque on that site. The proposed location was blocks away from there.
