Because the underlying motive has nothing to do with ID. And voter fraud is damn near unheard of. You can't even get people to show up for local races if you begged them!

I have been the past few times I've voted. It's "optional", but I don't really mind.
Like I said, I'm all about ID'ing voters.
Just make sure you're giving them the government-issued ID they need without ridiculous charges involved (not just for the ID, but for trying to get copies of birth records if they don't have them, etc.)

I don't know about Brazil, as a non-extradition country can't really be trusted imo, but as for the other three, I'm willing to bet it's really easy and free to get said ID. ^^
