Yes, the Google S4 gets 4.4.

It is a Nexus device and that is what Nexus devices do.

T-Mobile makes you purchase their phones upfront, kinda. They changed their "unlocking" policy in the US.

EDIT: Unlocking your cellphone is still illegal, and the FCC still doesn't like it

AT&T now has something similar to T-Mobile too.

4.3 definitely cause's your battery to last less time, it's was all over the XNA dev forums.

For all over my looking for the past few minutes is not turning much up.

There are four different carrier forums for the S4 since a general Google of 'XDA 4.3 battery drain' didn't yield much. So looking through them under general and Q&A might take some time. Linking me might be better. I believe you, but I do likes me some good reads.

Battery life tends to be a very subjective thing though. Case in point why while distorted I am curious in Bacon's screen on time.

There is a lot more then four carriers. This model is for SK Telecom carrier.

Anyhow I fully charged my phone, then unplugged it and left it alone. 92% at 30m 24s on battery.

4.3 is doing something in the background that's not letting some of the components power down as long as 4.2.2 did. I believe it has something to do with the radio being always set to on but don't quote me.

Look up the SHV-E330S / SHV-E300S section of the XNA forums and there is a thread there about upgrading / rooting the phones.

Over here it's now illegal to lock a phone to a carrier. Wouldn't change much because of how their network is setup.

Yes battery was calibrated. Not rooted yet as rooting these phones can be phonemically impractical. Don't know if you've done a search for that model yet but it's the Korean version, meaning only Korean and Chinese people have it (or those of us living over here). There were some roots for 4.2.2 but they were for the Galaxy 4 SHV-300S which is a different device entirely. This is the LTE+ one based on the SD800 and the only ones doing root are the Chinese.

Anyhow it's something in the OS that's keeping it awake even when the screen is off. I'll post back in about an hour or so.

Unlocking is still a law regardless of what T-Mobile allows, but I have a feeling it will be repealed.
Yeah I know that, but I mean its only illegal if the carrier doesn't allow you to unlock their phones. T-Mobile and AT&T do allow you to unlock their phones and take it to another carrier, especially since T-Mobile merged with MetroPCS(no contract cell company).

S Health, what is this? You use fitness apps?! You are a gamer! To be honest I would start investigating by turning off ***like that, but really just throw on wakelock detector. Battery stats, might also be of use.

What is syncing to Google's servers? Is everything (G+, calander, app data, blah blah) syncing or is it just what you want?

Yeah the OS is doing something that's not letting it go to sleep. Also 4.3 is way more memory hungry then 4.2.2 was. Currently 1.31GB of 1.81GB used (2GB total memory installed). Something some friends of mine mentioned was that while the radio's receiver is always on it's not always transmitting. 4.3 seems to be very chatty with LTE, always wanting to talk to the SP's network. It's most likely draining battery but not letting the CPU idle as much while also transmitting lots of status packets to the cell provider. Would explain OS and Cell standby being way to f*cking high.
