I usually give new artists a chance that appear on www.ihoneyjoo.com / www.ihoneydew.com (latter site is the same thing just more organized). You'd be surprised how many good people there are coming out with stuff.

I just got this new J-Rap (I guess you would call it that?) singer called Verbal, it's pretty good (albeit he kinda sings alot in english :x)

VERBAL is not new at all xD
He's the main rapper in the former group M-flo (please get their material, they're fantastic), but now rides solo. Most of his stuff back then is all in Japanese, but does a great job switching from English to Japanese in the same verse. He features a lot of artists in his songs since he would help artists get recognized.
