Test modified to use a fixed number: 10 ammo.
(87 ammo remaining)
4. Expended 10 (scavenge =8)
5. Expended 10 (scavenge =8)
6. Expended 10 (scavenge =8)

9. Expended 10 (scavenge =7)
(27 test stack ammo remaining, scavenged ammo= 45; (24+21))
total ammo remaining= 72; (27+45)
total ammo expended= 60
Test Results:
10% increase with Orion Socks.
75% total scavenge return rate (45/60=0.75).
80% w/ max merits + O. Socks.
70% w/ with just max merits.
80% return on 100 test:
Test case: expend 100 ammo and then scavenge with Orion socks and 5/5 Scavenge effect merits.
Test is to verify if it is a flat return of 80% w 5/5 + Orion Socks or if there is a scaling return as number expended increases or a possible flat cap.
100 Ammo expended (scavenge = 81)
POIDH:
Result=81%
after thought edit:
Appears that boots are not a flat 10%. Do fractions round down in FFXI math?
Guess that also means each scavenge merit is 10%, and base trait is 20%? Or possibly a base of 50% with each merit being a 4% increase?
Also, still need to test return rates on higher values to check for potential cap I.e is it possible to get 810 back on 1k arrows... which will be annoying due to recycle prolonging ammo use.
