I need advice...

So, It all began about three or four years ago. I was sitting in my room and I kept hearing a banging downstairs but I just ignored it for about five minutes, until I got fed up and went to see what it was and I saw my land lady "Your new roommates here!" I had no idea we were getting a new roommate but I'm a very laid back person and just went with it.
Meeting this new roommate gave me an immediate strange vibe, he shook hands like a dead fish and did a lot of staring. I hang out with a lot of strange people, I mean I LARP, so I looked past this. The thing was, everyone else in the house had the same kind of vibe from him. We all were pretty sure he was gay, which was fine with us, and would explain a lot of his awkwardness, he just wasn't out about it or was afraid we would judge him. So, we waited for him to come out to us if he wanted, and left it at that. We accepted his strange behavior as nothing to worry about and moved on.
As time went on, he opened up a little to us, but he kept being... stranger. He would sit in the living room with the lights off, just staring at a book, never turning the page, never doing anything, just sitting there, in the darkness. He ate black beans and noodles in water, no spices, no salt, just boiled the noodles and black beans together and ate it as a soup, he ate this every single day. I mean, okay, a little strange, but who am I to judge what someone eats?
Then it got worse, he started drinking, and suddenly while drunk, he wasn't the reserved ever silent guy we knew him as, but he was loud, obnoxious, kept trying to give everyone back rubs, any girls around, he would ask them to have sex with him straight out and keep pushing. More than once we had to stop people from beating the ever living crap out of him.
It turned out he wasn't gay...
My roommate "blake" (using fake names) had friends over and he let the creepy roommate "Ted" hang out with them in Blake's room. Blake was playing video games and he saw movement out of the corner of his eye, but ignored it for a while. After about two minutes of the movement Blake finally looked over and saw Ted staring one of the girls int he room down, flailing his tongue as hard as he could, just non-stop.
Blake again, we allowing Ted to come and hang with him and his friends, if only because Blake was too nice to kick Ted out. While hanging out for a while, Blake really just had enough of Ted and implied he was going to "watch a movie" with a girl that was over and the other friend (there were 4 people total in the room) was leaving. Finally, Ted got the hint and left. Ten minutes later, Blake went downstairs to get some water. All of the lights were off and when Blake got to the kitchen, he saw Ted, standing there, slouched to the side, staring at Blake and he said "I thought your friend was leaving..."
Ted would do things like ask if you had any family and when you would respond with "what about you?" his response was always "Don't F***ing talk about that!"
I told him he had problems and needed help, I said it sincerely and as helpful as I could, but he told me he had no problems and I was in fact the one with problems and I shouldn't put my problems on him. We didn't talk for two glorious months. I could almost pretend he wasn't there. I only saw him on my mothers birthday when I took her out to see Blakes band preform at a nice restaurant. Ted showed up with my other friends and other roommate because Ted said he was going to drive to the bar if they didn't bring him and he was already hammered (this was already after he signed saying he wouldn't be drunk in the house). Well, they got there and Jake immediately walked up to me and my mother and he began asking my mother to have sex with him (no, she definitely wasn't flattered). Later that night he was banned from another bar (hes probably banned from every bar in town by now).
We were so worried about Ted that Blake slept with a loaded hand-gun under his pillow and I kept a large knife right next to where I slept... Just in case... We all joked that we would be interviewed by discovery channel one day with "so you knew him before he started killing people?"
I could go on and on, but the story doesn't end here so I'm going to move on and just leave the brief description there of him and the things he did.
Finally, we had to kick Ted out, it was just getting so bad, we couldn't have females over whatsoever, Ted got blackout drunk almost nightly even after we had him sign a paper promising to not be drunk in the house anymore because of how absolutely terrible he was, puking up and down the stairs, across the living room, from his room to the bathroom, vomit everywhere (this is all one night) and then when asked to do something about it we were given a firm "Go F*** yourself." That's just the physical aspect of him being drunk, the mental issues went haywire. He was just so belligerent, and out of control, we couldn't handle it anymore. He finally left, but not without one last hurrah of freaking us out. He was going to tell us what his problem was, why he was so messed up. It took him coming into the room 4 times, each time talking, then stopping and making no sense (it's hard to explain, but he had this way of talking almost like yoda, but in a much stranger way) and the 4th time he said he was starting the story, he took his breath to start, then he just stopped and stared directly into my eyes for about three minutes, and then declared "well no you know..." and I told him he said absolutely nothing and he walked away with a soft chuckle and a "yeah..." his response to any question he didn't want to answer.
Anyway, moving on...
I had one class with him after he left, and the entire class he would stare at me, if he saw me waiting outside class int he hallway he would sit across from me and just stare, he kept trying to engage me, but I would have nothing to do with it, I tried to pretend he wasn't there. At the end of the semester, we had a group project and the pairings were random. He got paired up with this very cute girl and I felt terrible for her. So bad that after talking to some friends who knew Ted, I actually messaged the girl on FB warning her. I never got a response but in the message I explained how awkward it probably was and I didn't expect a response.
Later in life, I was working on campus and I saw this guy walking around, acting a little off, almost like Ted, he even looked like Ted a little bit, but it definitely wasn't Ted. I watched him walk by a few times until he finally came to me and asked to barrow a lighter. I asked if he needed it to smoke and I would join him. We began talking and he told me he moved back here to help his little brother, his little brother was having problems. After a few minutes I realized this was Ted's older brother. I told him I had been Ted's roommate and he gasped and said he had no idea and was astounded anyone was able to deal with his little brother for a year. As his older brother, it took everything in him to put up with Ted, to try and help Ted. If he wasn't his older brother, he said he would never stick around, he would have ran. He told me he was working with Ted and hoped to help, but there was something terribly wrong and Ted wouldn't say anything, it took two months to get Ted to admit there as something wrong.
I saw Ted's older brother a few more times through that semester, and once last semester early in the semester, but I had noticed I hadn't seen either of them at all this semester, so I asked some other people I see around the building a lot and I was told this: They had seen Ted's older brother, met him and everyone agreed, he was a little off, but nothing like Ted. Ted would sit outside the building, waiting for his older brother. When Ted's older brother caught him staring, he would slap him upside the head and say "stop it, people are gonna think you're weird!" Well, last semester, an older man who worked on campus going to school, getting his life back together after being sober for 10 years, started showing up to work drunk and ended up getting fired. Ted's older brother proudly declared that it was he who got the man off the wagon. Something Ted liked to do was encourage terrible behavior, not just drinking, but binge drinking, and (attempting) womanizing and generally poor life choices. Then, Ted's older brother started showing up to the work area drunk, walking up behind people and screaming, trying to violently scare people, trying to... Rub their backs... Finally Ted's older brother was kicked out of school after he destroyed a $5000 piece of equipment. All of this happened in the course of two weeks. Ted's older brother seemed fine, then suddenly he went... crazy...
I asked my friends who told me this if they had seen Ted during the
two weeks and nobody could confirm having seen Ted, just his older brother... So I started to jokingly think "what if Ted get jealous of his older brothers 'normal' life and acted on it... They look so similar, what if Ted killed his older brother and tried to take over his life?" Mostly it was a kidding kind of idea, but based loosely on reality, just enough to get some chuckles out of friends who knew Ted.
About a month ago I got a reply from the girl I messaged warning her about Ted, she said FB privacy settings didn't show her the message and she had just seen it. She thanked me for the concern, and confirmed that she too was very creeped out by Ted. I replied saying I was just trying to help and she never responded again.
Today there was a mass e-mail to my school that a student had died mysteriously last week, and there was a memorial service to be held soon. The name looked familiar and I looked back at the old message, it was the same girl. The girl I warned about Ted is dead...
I don't know what to do... I mean, I'm probably connecting dots that aren't there, he probably has nothing to do with her death, he probably didn't kill his older brother... but what if he did? What if I could stop him from killing again? I don't wan't to call the police and be like "so... I have this theory..." But what do I do? How do I confirm someone saw Ted and his brother at the same time? Who would I tell this to to have them at least look a little into it?
I just don't know what to do...

Tl;Dr: I think my old roommate killed his older brother and this girl from my school... I'm not joking...

You realise, what you described is fixated obssessive behaviour consistent with most psychopaths. If he killed this girl and his brother, out of jealousy you could be his next target.
Think about it "jealousy = kill"
"sexual attraction = kill"
Who's to say he wont try and blame it on the room mates who "ostrasized him and kicked him out"? You were right to kick him out don't get me wrong, but this guys doesn't think like you, (possibly me).
He obsessed over this girl? Dead.
He obsessed over his brother? Missing pressumed Dead.
He obsessed over you? ....
Connect the dots, call the police.

I almost want to call the police, but I mean the news report just said "mysterious" It also said they didn't suspect foul play...
I just don't think it's okay to go to the police and be like "so... I have this theory" I don't have any proof, all I have is suspicion. I don't even know how well founded the belief is. It just seems to make a lot of sense...

It's hard to say because a mysterious death is pretty ambiguous in this case.
The information regarding that girls death could have been withdrawn for a multitude of reasons.
Since it was sent in an email to all the students, they may not have wanted to cause a mass panic based on the Premise that it very well could've been murder.
I don't think it's a bad idea to contact the police with the information you have regarding this, it gives them a possible lead, either way.
If they know the cause of death and it isn't murder then at least you can rest easy knowing your old room mate isn't a psychopath.

In my opinion, any possible lead to a suspect is better than none. Call the police.
Just because it's a theory doesn't mean it will be disregarded. Just don't dial 911 about it.

You should report this to the police asap. You have nothing to lose by reporting and could possibly save you or someone else.

The information regarding that girls death could have been withdrawn for a multitude of reasons.
Since it was sent in an email to all the students, they may not have wanted to cause a mass panic based on the Premise that it very well could've been murder.
I don't think it's a bad idea to contact the police with the information you have regarding this, it gives them a possible lead, either way.
If they know the cause of death and it isn't murder then at least you can rest easy knowing your old room mate isn't a psychopath.

If his brother slapped him across the face because he was staring at people and said, "Don't do that or people will think you're weird." it's probably safe to say that Ted's had more than a crappy life. If the only family member that cares about Ted, is doing that to him in public. Ted is or has headed into psychopath land.
It's sad, really hope the guy finds peace (other than slicing people up) and gets help.
