I would guess it is. You can use skype for that free phone call :) if that works. try a calling card, use a prepaid cell, maybe even another messenger may let you call through the PC.

they're just gonna tell you to keep trying...it's taken me over 2 weeks to change mine once....just try a couple times throughout the day and if ur lucky it'll go through...

there's nothing they can do, as their systems arent set up to handle that stuff.
