Is your conquest tied? They go up a shitload when the nations end up tied, because the toolbag and arrowbag lady doesn't appear anywhere. The caravan only spawns in which nation is first...so if two nations are "first"...>.>

Just did the math; if you need the arrowheads to skill up on, BUYING the materials and crafting the boltheads is about an 11 gil loss if it's a NQ success;you make gil off of anything higher.
