Theoretically it should be considering that it is a conquest area. If you're able to rest and get movement speed in sky then it should be valid for the TH too.

I did Kirin last night. Osode, O. Ingot, D. Ingot x2. Had TH4 and is nothing I haven't seen before.

Well supposedly it only works in the listed areas which I think was limited to Ru'ann garders... but if you get other easy to test effects inside... then you should hve them all
