Got one of these the other day, off of a Nightmare Goobbue, -1 does seem random as said above, just have to get lucky to get the one you want.
The reason you won't often see a -1 that you want drop is because -1s already have a moderately low drop rate, combine that with the fact that it's a 1 in 20 chance at being the -1 you want. No idea on the actual odds, but it's actually really low at seeing a specific piece drop.
