Well, I don't want to dig too deep in to the inconsistencies of zombie movies, but I imagine the bulk of people were only bit in the beginning. There weren't mobs of them and they didn't know what they were dealing with.

Even when they consume in certain series they can still come back.

However, in most cases its the ones that get away with a bite or a scratch that turn and then infect others. Its not reproduction, its infection with the hopes of infecting others.

Yup, and then you get family members who are infected and infect their other family members who cant shoot little timmy in the head because he's little timmy.

In Walking Dead everyone is infected anyways. Doesnt matter if you are bitten or scratched. Once you die you come back as a zombie.

The bite has some super strong bacteria that kills you quickly :<

but other than that they still have that slim chance of infecting others once they die.
